I downloaded a winter picture onto my desktop. The problem is that I can not get a block of the picture off. The right side of my computer will not change the desktop picture, it just stays put while the rest of my desktop changes.

Try going to the Display Properties-Web Tab, Delete anything in the White Pane and uncheck View my Active Desktop as a Web page. Letme know if that fixes it ( :
