Hi Pamularavi
1.Did you follow the directions for installing the card correctly, some require that you install some software before you install the card, then install the software.
2.Have you checked the Device Manager to see if the card has a problem.
We are trouble shooting to try and narrow down the possible problems ( :

Download the latest DirectX 8.1 from Windows update and any critical updates. Then download the Drivers for the card from the companies site and install them, here is the link http://download.kobian.com/ot_drivers.html
make sure you get the right drivers. After you do that, go to the DirectX diagnostic utility ( Start-Programs-Accessories-System Information-Tools- ) check to see if there are any problems with the card there, then check the Device Manager for problems. The Driver file you have may be corrupted or old.

When you accidentally deleted the folder, that is the problem, Windows still thinks it is installed. Go to Start-Settings-Control Panel-Add/Remove and remove any software that is for the TV Tuner card, before you Remove it, write down the name or names that are listed, it may not be able to uninstall it, because of the missing folder, but give it a try. If it does remove all the software, go to Start-Find-Files or Folders and search your drive for the name or names that were listed in the Add/Remove window. Delete those folders or files, make sure they are for the Tv Tuner card before you delete them, if you right click on a file and go to Properties, it will tell you about the file. Let me know how you do. I'm assuming that you are running Windows 98 SE is that right ? Try the stuff above then we will go to the next step, were getting there be patient ( :

Do you have Norton Systemworks or Utilities? If you do, run Windoctor to find the problem entries, if it finds them, delete them, then reboot and try reinstalling the TV Tuner software.
Also instead of Reformating you could try, Removing the TV Tuner entry in the Device Manager, shut down the Computer, Remove the card, then Reboot Windows, then put in your Windows Startup Disk and your Windows CD and Reboot, at the Black Screen choose With CD support, then at the A: type setup.exe when Scandisk is finished, hit the X key to reinstall Windows. After Windows is installed, go to Windows Update and get the lastest DirectX 8.1 and IE 6 and all the Criticals Updates, keep going back until you have all the Critical Updates. After that is done Reinstall the TV Tuner card per manufactures instructions. If you only have a Restore Disk and not a Windows 98 cd, you'll have to follow your Computers Manual on procedures to Restore your System. I'm assuming that this TV Tuner card is just for TV and is not being used for your Monitor. Also you only want to use Drivers for Windows 98, if that is what you are running. Hi John
I update, updates give you more features and fix bugs in the programs. Do the critical ones and recommended ones, make sure you do the Direct X update I would do Direct X first then the others, the .net, critical update notice nah. Languages nah. Any software or hardware you have, should have updates or patches, I update those too and have O problems, if I do it is usually from the software I just installed, I either uninstall it or look for a patch and see if that corrects it, if it doesn't, the programs goes.
Hope this helps !!
Mike

Here is a Faq on installing DirectX 8.1
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q179113
I would run Scandisk, defrag and turn off any virus programs, actually go to ctrl-alt-delete and end task on everything but Systray and explorer. It should install after doing those.

Basically DirectX 7.0 is really all you need if your not a big gamer. 8.1 is for the latest greatest processors. Most games and programs only require 7.

John
Not sure what could be going on, Windows is registered to you, if not you want get updates. Go here for all the updates http://v4.windowsupdate.microsoft.com/en/default.asp?corporate=true you can download them to a file and save them.
