when downloading a picture of a certain pop star for my obsessed friend, I found it wasn't quite the pose that was preferable. it was quite a surprise opening the picture - legs on either side of the screen... I need not go on - I'm sure anyone would know what I'm talking about. when I attempt to delete it, windows complains at me that a program is using it. task manager says nothing of any program open and using it, and I can't change anything about it because it refuses to go away. my disk isn't full or write-protected, and I hadn't opened it. please help!

Boot into Safe Mode, just before the Windows Startup Screen hold down the F8 key and choose Safe Mode, Delete the Picture while in safe mode, also check and see if any new programs were added to the the Add/Remove programs list.
