The Scripting error is that something in the code of the page doesn't jive with IE, so IE is warning you that the page may not look right. If you get this a lot you may want to reset your Security and Advanced Settings in IE to thier Defaults.
Yes favorites take up space, but it is very little. Your Favorites Folder is located in the C:\Windows\Favorites, mine has hundreds too and only takes up 193KB of disk space, if you right click and go to Properties it will tell how much space it is using. If you nolonger go to a site just Right Click on the Link and Delete it.
Reboot means to Restart your Computer without shutting it completely off, that way your Harddrive doesn't have to start back up, easier on it. With Windows if you keep your Computer running all the time, you should Restart a least once a day, Microsoft recommends 3 times a day, to clear your Ram, you will have less problems (Errors) with Windows.
