This is what I would try first, check to make sure the cables are all connected to the Cd-Rom and are tight, make sure you unplug the computers power cord before openning the case.
Also check in the Device Manager and see if the Cd-Rom has a problem, if it does, try Removing it, restart and let Windows reinstall the Drivers. If it does not show a problem but is still acting up, Remove the Cd-Rom in the Device Manager and Restart.
It sounds like a Driver conflict. Let me know if these solve the problem ( :
