Go to the Device Manager first and make sure your Dailup card it listed and has no errors. If that is OK, go to the Control Panel-Modems open it and go to Diagnostics Tab-Highlight the Modem and click the the More Info Button, it should connect to the Modem and show a bunch of lines of AT signals, if that works, use the Internet Connection Wizard at Start-Accessories-Communications, to set up the modem. Try these and see if you connect.
