Here is a link to Info Stating and this is what I would try, replace the Kernel32.dll with a new one, it says from the disk, but if that does not work, go to the dll archives for a different one= http://solo.abac.com/dllarchive/ or reformat and reinstall Windows Me. I have not gone to Me yet, to many problems, waiting for Whislter. If Me was an upgrade install, I understand people are having even more problems, but it sounds like Me came with the System. Try running System File Checker, before you use it to Replace the .dll.
